In order to ensure the best quality of service for all customers using the mobility network, during times of heavy network congestion, AT&T may (a) temporarily prioritize services that may be most severely impacted by congestion; and/or (b) temporarily de-prioritize and/or throttle services deemed likely to contribute to heavy congestion.
